At the Rajapur drain, “50 per cent of the drain waste is permitted to enter the Ganga without treatment,” the NGT rules. No one from Ingeo Contractors, the agency treating water through this method, was willing to comment. A worker requesting anonymity said, “The drain discharges 27 MLD waste, while we have tender for only 18 MLD.” The situation is the same at Arail, Loteyharan and Salori drains. GPCU data shows the BOD levels at Rajapur, Loteyharan, Salori and Arail drains are far beyond the limits set by the National Mission for Clean Ganga.

During a tour of the Possum Point lagoon after draining began, Williams explained how the treatment system installed there will remove and clean an estimated 200 million gallons of wastewater before the company begins to seal the ash in place.

“The nice thing about it,” Zeller says, “is for a lot of the concrete paving contractors, it’s an operation they do in-house. If they were going to use an asphalt separation layer, they’d have to get another contractor to do that work.”
