The dowel bar assemblies, or baskets, were placed in the transverse contraction joints on top of the textile. “The basket anchors down the geotextile to the underlaying pavement and surface so it doesn’t move,” Pelkey explains.

Geotextiles are used for construction of roads, harbor works, drain, land reclamation and breakwaters, and numerous other civil engineering applications.  Heavy geotextiles find application in reinforcement of earth structures with the help of fill materials. This is owing to characteristics such as and high tensile strength and high soil fabric friction coefficient. Nonwoven geotextiles are used in rivers canals and coastal networks for providing hydrostatic uplift after the formation of clay slit.

The responsible party for the site, Massachusetts Electric Company dba National Grid, embarked on a $30 million cleanup and restoration of the area to meet the requirements of the Massachusetts Contingency Plan (MCP, 310 CMR 40.0000).

As planned, Dominion Virginia Power has begun a months-long draining of coal ash lagoons into a tributary of the Potomac River and into the James River after agreeing to enhanced treatment of the water discharged at both sites.

Dredging activities included mechanical and suction dredging of approximately 28,000 cy of MGP-impacted material from approximately 7.6 acres of the Nearshore and Offshore Areas of the site.  The Offshore Area is located within the federal navigation channel, and the Nearshore Area includes multiple structures such as docks, piers, and an active marine railway.

“The challenge is to perform the renovation work in the area while keeping the beach safe and open to the general public,” said Roberto. “[Another] challenge is to avoid disturbing the dune grass and natural resources with wildlife protection. Mudflats are a conservation preserve. The challenge there was to construct riprap revetment with minimal disturbance to both aquatic life and/or sea plants.”

Following completion of marine and upland remediation activities, a Phase IV As-built Construction and Final Inspection Report was submitted to MassDEP on December 27, 2018.  Long-term monitoring and management of the NAPL recovery system is ongoing at the site.
